Horizon 2020

The currently running 7th R & D framework programme of the EU will be replaced by “Horizon 2020” in the year 2014. It combines the promotion of research, development and innovation of the EU up to the year 2020. The design of the programme is presently being discussed throughout Europe.

From the year 2014, “Horizon 2020” will bring together the content of the current research and development framework programme, the Competitiveness and Innovation Programme (CIP) and the promotion of the European Institute of Innovation and Technology (EIT) under one roof. The ZVEI welcomes the innovation and mission orientation of the Commission’s proposal, which takes up the idea of the German High-Tech Strategy, as well as the efforts to simplify the rules for participation. In the viewpoint of the ZVEI the Commission succeeded in striking a balance between continuity and new impetus with this proposal. The structure of the programme is appropriate, as is the planned total budget of EUR 87 billion.

“Horizon 2020” will rest on three pillars

Structurally, “Horizon 2020” is based on three pillars:

1. Excellent Science (promotion of science, the exchange of scientific and research infrastructure) - EUR 27.8 billion funding,

2. Industrial Leadership (key and industrial technologies, access to risk capital, innovation in SMEs) – EUR 20.3 billion funding and

3. Societal challenges (including health, energy, transport, resource efficiency and raw materials, safety) – EUR 35.9 billion funding.

Adoption of “Horizon 2020” planned for 2013 

The discussions and the legislative procedure for “Horizon 2020” have been in progress since the beginning of the year 2012. In mid-2012, there was a last large and well-financed call to submit project proposals for the ongoing 7th R & D framework programme. The adoption of “Horizon 2020” is expected for the year 2013. At the end of 2013 the first calls can then be made for “Horizon 2020”, which starts at the beginning of the year
