Arranging EU-Emissions-Trading effectively

For climate protection the European emission trading scheme is a suitable instrument.

Für den Klimaschutz ist der europäische Emissionshandel ein geeignetes Instrument.

European emissions’ trading not only helps the climate, but it can also simultaneously stimulate innovation and investment. To achieve this, the leading instrument of European climate policy for the reduction of greenhouse gases has to be developed effectively. With a proper and ambitious design, emissions’ trading is a suitable instrument for climate protection.

In its development for the period between 2021 and 2030, future support of innovation and investment remain to be crucial. I will be the principal task of policy to create incentives for innovation and investments through a scarcity of available certificates and a clear price signal. These are necessary to make emissions trading more effective and thus to meet the goal of Paris, to stay under two degrees Celsius of global warming.

ZVEI recommends

  • a stringent arrangement of emissions trading: continuous market economy without further interventions, especially not during on-going trading periods 
  • no continuation of the free allocation for electricity producers, but the transfer of these certificates into the modernisation fund 
  • to equip innovation fund with at least 550 million certificates to ensure necessary support for innovative projects 
  • to continuously apply standards for energy projects of the European Investment Bank in all redistribution and promotion mechanisms 
  • to extend the scope of the innovation fund and the modernisation fund to include network infrastructure investments 
  • to develop access to the innovation fund non-bureaucratically while also meeting the needs of small and medium-sized companies at the level of the Member States
