German-Moroccan Energy Partnership PAREMA - Opportunities for German energy companies

The Moroccan energy industry is undergoing a far-reaching transformation process, which holds opportunities for German companies in the electrical and electronics sector. An outstanding platform for establishing contacts and exploring the market is the German-Moroccan Energy Partnership PAREMA.

Morocco has enormous potential in renewable energies, especially solar and wind. Due to its geographical location and existing interconnectors with Europe, Morocco could in principle contribute to the European electricity market. However, Morocco is also an interesting country for the German electrical and electronics industry against the background of ambitious projects to expand Morocco's energy supply.

The German-Moroccan Energy Partnership PAREMA has been the central platform for dialogue on the common energy policy of Germany and Morocco since 2012. Its aim is to promote the transformation of the Moroccan energy sector and support the Moroccan economy in this area.

In 2016, both countries agreed on joint efforts for a sustainable and renewable energy future until 2050. PAREMA's activities focus primarily on the thematic areas: 

  • Power generation through renewable energies
  • Expansion of electricity grids and interconnectors
  • grid stabilization
  • Integration of electricity markets
  • Integration of economic actors
  • Improving energy efficiency


The German Federal Ministry of Economics and Energy (BMWi) and the Moroccan Ministry of Energy, Mining and Sustainable Development (MEMDD) are responsible for the overall coordination of the partnership, in which other German and Moroccan ministries and institutions are also involved.

With the support of the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, a permanent secretariat based in Rabat is operated within the framework of the bilateral energy partnerships. It also serves as a contact and information platform for bilateral cooperation within the framework of the Energy Partnership for all interested actors.
