The 'Digital Omnibus on AI' is a crucial step towards realising the enormous growth potential of industrial artificial intelligence. Europe's future competitiveness as an industrial hub largely depends on the widespread adoption of AI.
Therefore, an agreement in the trilogue negotiations that demonstrates European institutions' recognition of the importance of innovation-friendly framework conditions, and their preparedness to further develop existing regulations, would be a major success.
However, the Council's position on the AI Omnibus thus far falls short of this requirement. In order to advance industrial AI on a broad scale, a robust mechanism is required to prevent regulatory overlaps and multiple obligations — preferably based on the Parliament’s approach, but at the very least on the 'Option D' outlined by the Council. According to the European Parliament’s approach, safety requirements for AI-enabled products should be included in sector-specific legislation.
