The Commission’s proposal is a step in the right direction: It strengthens the semiconductor ecosystem, takes account of demand from user industries, and focuses on competitiveness and technological sovereignty. However, these objectives must be reflected more consistently in the instruments and governance structures.
What does ZVEI propose?
Priorities and funding decisions should be guided more closely by market demand, scalability, and the potential of European lead markets. Industrial and investment expertise must be systematically integrated into governance and project selection. At the same time, simpler and faster procedures, proportionate reporting and monitoring requirements, and positive incentives for resilience and demand are needed.
What additional framework conditions are crucial?
The success of the European Chips Act 2.0 also depends on adequate funding under the next Multiannual Financial Framework, proportionate environmental regulation, competitive energy prices, and an economic security policy that protects open markets while firmly addressing unfair competition. These aspects fall outside the proposed regulation and are therefore not examined in detail in the paper.
What does the paper cover in detail?
The ZVEI paper sets out concrete ways to align the Commission’s proposal more closely with industrial implementation, private investment, scaling, and global competitiveness.
