On 18th of December in 2024 the new EU Construction Products Regulation (CPR) was published in the Official Journal of the European Union. The regulation governs the placing on the market of construction products within the European Union. The new version includes, among other regulations, provisions on sustainability and digitalisation, which have been incorporated into the regulatory framework for the first time. As part of this, the Digital Product Passport (DPP) is to be mandatorily introduced for construction products. The technical specifications will be defined by the European Commission in a delegated act in 2025. In this context, three potential options have already been presented.
ZVEI supports the implementation of a decentralised approach for the Digital Product Passport under the new CPR, based on manufacturer-owned databases and backup systems operated by selected, qualified software service providers. The design of the Digital Product Passport must be technology-neutral and ensure interoperability with the digital product passport system of the Ecodesign for Sustainable Products Regulation (ESPR). A step-by-step (“staged approach”) implementation must be taken into account.
